Clarks Summit and the surrounding Abingtons have larger, leafier suburban lots than the city, with many tall oaks, maples and evergreens close to homes. Requests here tend to be for big single removals, crown thinning, and storm cleanup.
Common tree problems here
- Tall trees close to houses on wooded lots.
- Ash decline from emerald ash borer (PA DCNR: emerald ash borer).
- Evergreens and hemlocks dropping limbs under heavy wet snow.
Clarks Summit permit rules
The Borough's tree ordinance requires a Shade Tree Commission permit to plant, prune or remove a shade tree under borough jurisdiction (street and public trees). Apply at least 15 days before the work, and expect a replacement-tree requirement for removals (Borough tree ordinance, PDF; Shade Tree Commission & permit application). Trees fully on private property generally aren't covered, but confirm with the borough if you're unsure.
Before you hire anyone
- Ask for a written quote that says whether stump grinding, log removal and cleanup are included.
- Ask for a certificate of liability insurance and workers' comp. In Scranton, tree businesses must carry at least $500,000 bodily injury / $100,000 property damage liability and workers' comp, and register with the PA Attorney General (Scranton City Code, Ch. 434 Art. II (Trees) §434-6).
- Check their PA Home Improvement Contractor registration number (PA Attorney General: home improvement contractor registration).
- Get two or three quotes for non-emergency work.
